Large agencies with larger budgets try to be on the cutting edge of technology. They invest in expensive RMS programs that sometimes have a section for tracking firearms inventory and qualifications. Smaller agencies that can not afford, or don't necessaily need, all the features of a large-scale RMS program end up using computer spreadsheets or paper logs to track everything.
